John C. Osenbaugh, Sr.’s Qualifications in Property Tax Industry and More Are Extensive and Well Respected John C. Osenbaugh, Sr. is a real estate consultant whose office is located in southwest suburban Houston, Texas. He conducts residential & commercial brokerage, property management, leasing and construction related services in addition to property tax consulting.
His experience and professional services address a variety of property classes in the Houston metropolitan region which extends into most outlying counties within a 100 mile radius. Since 1968 he has been involved in residential and light commercial construction and remodeling which also included luxury residence kitchens & bathrooms, smaller restaurants and mid-sized night clubs.
Recent & current construction supervision primarily involves retail lease space build-outs or modifications, often involving ADA compliance as well as rental housing repairs & make-ready. Since 1971 he has been licensed to practice real estate.
His appraisal and brokerage experience was initially premised on single family residences but soon expanded to condominium conversions, multi-family, farm & ranch and other agribusiness related uses. These were followed by undeveloped land pending use, food service, retail uses, office buildings, lodging facilities warehouses and special purpose properties including some industrial applications.
Osenbaugh has also performed market studies, marketability surveys, feasibility studies as well as “Highest & Best Use” determinations. Mr. Osenbaugh has served on various committees of the Houston Association of Realtors including Governmental Affairs and Equal Opportunity (1990 co-chair); Houston VA Brokers Advisory Council (1988 co-author of what became NAR’s MLS marketing plan which VA adopted nationally), steering committee of the Houston HUD Brokers Association (1986- 88 spokesperson).
He has also been a featured speaker in various foreclosure workout and buyer presentations. Mr. Osenbaugh has previously been appointed as a Condemnation Commissioner in over 150 Harris County cases. He has prepared reports for Eminent Domain, Probate Courts, Bankruptcy and Federal Tax Courts as well as Family Law.
Osenbaugh’s practice also includes near monthly attendance in landlord-tenant disputes such as evictions. Mr. Osenbaugh has been continuously retained for property tax protests since 1985 with an average annual caseload exceeding 1,000 property accounts. His practice often includes valuing otherwise uniquely affected or stigmatized properties.
Specialties include isolating & explaining confined market upswings & downturns contrary to general trends, partially completed or damaged properties in various stages as well as developer or builder inventory pricing versus enduser (consumer) pricing. He has successfully prepared applications and renditions for a variety of specialty exemptions or abatements such as various agricultural uses, wildlife management, fraternal, charitable & religious organizations as well as other extraordinary circumstances.
Mr. Osenbaugh actively pursues systemic property tax appraisal refinements & reforms through public awareness programs, self-help sessions, political activism and testimony before legislative committees and state agencies.
Osenbaugh’s certifications include Texas Real Estate Broker license # 0161896, Texas Property Tax Consultant # 3088, Texas Comptroller ARB Arbitrator 2006-2011, FEMA Disaster Housing Inspector Training 2001. He was a Texas Firefighter 1975-1984 and a Texas EMT/ Paramedic 1977-1984
Att Osenbaugh attended Trinity University, San Antonio, TX (Homebuilding) and the University of Houston (Business Management). He has prior teaching experience at University of Houston & Houston Community College (Real Estate & Appraisal) and Advanced EMT/Paramedic training at Midwestern State University, Wichita Falls.
